Energy Assistance Programs and Resources

Energy assistance programs are available to income-eligible households to help cut costs, manage energy bills, and make energy saving improvements. 

Follow these steps to understand what resources are available to you.

Step One – Apply for Dakota County’s Energy Assistance Program

Community Action Partnership of Scott, Carver and Dakota Counties helps eligible households maintain affordable, continuous and safe home energy. Services include bill payment assistance, home energy crisis intervention, outreach, energy advocacy, information about utility consumer rights, and referrals. Homeowners and renters are eligible, and must be at or below 50% of state median income.

Step Two – Schedule a Free* Energy Assessment

Having a home energy assessment is a great way to learn about how your home uses energy, and find ways to reduce costs and improve comfort year round. Free* assessments are available to income-qualified households. Depending on your utility provider, these services are available to Rosemount residents:

Home Energy Squad®: Jointly offered to Xcel Energy and CenterPoint Energy customers, the Home Energy Squad helps you learn about energy-saving opportunities in your home and installs certain energy-saving materials on the spot for no extra cost. 4U2 Program: Minnesota Energy Resources’ 4U2 Program helps low- and moderate-income homeowners and renters lower future heating costs through efficiency improvements with a home energy audit and installing energy-efficient retrofits. Visit minnesotaenergyresources.com/4u2 or call 866-872-0052, option 1.

*Households must meet income-qualifications set by program to be eligible for no-cost energy assessment. Contact your utility provider to see if you qualify.
